What ARE FRA's HOS Rules?

The Federal Railroad Administration Hours of Service (HOS) rules mandate off-duty rest periods to protect crews from fatigue and ensure operational safety. Key elements of FRA rules include:

  • Maximum Duty Time: Train and engine service employees cannot be on duty for more than 12 consecutive hours. 
  • Minimum Off-Duty Time: After 12 hours of work, employees must have at least 10 consecutive hours off duty before returning to work.  
  • Monthly Limits: Employees are also subject to a limit of 276 total hours of service in a calendar month. 
  • Interrupted Duty Tours: If a tour of duty is interrupted by a qualifying release of four or more hours at a designated terminal, the employee can return to duty to complete the remainder of the 12-hour work tour within a 24-hour period.  
  • "Limbo Time" or Commingled Time: The rules also restrict the amount of time employees can spend in a status that is neither "on duty" nor "off duty," known as limbo time or commingled time, to a maximum of 30 hours per month.
