Holly Rainwater brings more than 20 years of railroad and U.S. Department of Transportation (DOT) industry experience. Her expertise spans regulatory compliance, drug and alcohol testing program management, workforce solutions, software innovation, and strategic business development.

Holly leads North American growth initiatives, client partnerships, and market strategy while helping railroads leverage technology to improve compliance, safety, and operational performance. In 2022, she played a key role in expanding Spark TS's service offerings to include Third-Party Administrator (TPA) services and technology solutions, creating integrated programs that help railroads manage regulatory requirements more efficiently.

A recognized subject matter expert in FRA and DOT compliance, Holly has been instrumental in the design, development, and deployment of several railcube solutions, including the company's FRA Hours of Service (HOS) and time-tracking platform, digital onboarding tools, and drug and alcohol testing management solutions. Her firsthand railroad experience ensures that products are designed with practical operational realities in mind.

Prior to joining Spark TS, Holly served as a Designated Employer Representative (DER) at multiple Class I railroads and held leadership roles in human resources, regulatory compliance, and workforce management. Her unique combination of operational expertise and technology leadership allows her to bridge the gap between railroad operations, compliance requirements, and innovative software solutions.

Known for her collaborative leadership style, Holly is passionate about helping railroads solve complex challenges through practical, scalable solutions. She has built high-performing teams, cultivated long-term client relationships, and helped organizations strengthen safety, compliance, and workforce performance across North America.

Paul brings more than 20 years of experience in railroad operations, maintenance, compliance, and workforce development. His extensive industry knowledge and regulatory expertise help railroads develop practical, effective training programs that enhance employee performance, promote safety, and support compliance objectives.

Paul is widely recognized for his expertise in railroad training and qualification programs. He partners with railroads across North America to develop systems that ensure employees receive the training, knowledge, and qualifications necessary to perform safety-sensitive work with confidence and competence. His experience includes establishing training standards, managing on-the-job training programs, documenting employee qualifications, and implementing oversight processes that support a safe, skilled, and qualified workforce.

Working closely with railroad leaders, subject matter experts, and operations teams, Paul develops customized solutions that bridge regulatory requirements with real-world operational needs. His practical, results-driven approach helps organizations strengthen workforce readiness, streamline compliance efforts, and build sustainable training programs that deliver long-term value.

Before entering the railroad industry, Paul served six years in the United States Navy as a Nuclear Field Machinist Mate and Quality Assurance Inspector in the Submarine Force. The discipline, precision, and commitment to excellence he developed during his military service continue to influence his approach to safety, training, and compliance today.
